![]() | Mr László Kovács, PhD – Public Procurement Authority, President He has been involved in public procurement for over 20 years, he was Secretary-General of the Public Procurement Authority as of 2017 and is President of the Authority since April 2020. Over the course of his career he dealt with conducting public procurement procedures, quality control of EU funded public procurement procedures from the aspect of public procurement law and - at the Prime Minister’s Office, as Head of Department for Public Procurement Regulation responsible for public procurement legislation - with drafting the public procurement act entered into force in 2015 and its related enforcement decrees. He is also a university lecturer and editor-in-chief of the Public Procurement Bulletin Plus. In 2023 he was awarded a PhD at the University of Public Service in Budapest. |
![]() | Mr László Windisch – State Audit Office, President Dr. László Windisch, lawyer, has been the President of the State Audit Office since 6 July 2022. After obtaining his law degree, he joined the Tax and Financial Control Office in 2002, where he held the positions of Head of Department, Presidential Commissioner, and later Deputy Director. From January 2011, he headed the Tax and Customs Administration Department of the Ministry of National Economy, and from April 2013, he worked as Director of Budgetary Analyses in the Executive Directorate responsible for Monetary Policy of the Hungarian National Bank. On 2 October 2013, the President of the Republic appointed him Vice-President of the Hungarian National Bank. From 2021, he was Deputy President of the Central Statistical Office. He is a member of the Fiscal Council, and within the framework of his professional activities related to his mandate, he is the president of the Hungarian Association of Financial and Economic Auditors, and a member of the board of the Sustainability Department of the Hungarian Economic Society. In recognition of his professional activities, in 2020, the President of the Republic awarded him the Officer's Cross of the Hungarian Order of Merit, Civil Division. In 2024, for his high-level professional work in the interests of financial and economic auditors, he received the Small Plastics for Taxation award from the President of the National Tax and Customs Administration. |

![]() | Helena O'Rourke-Potocki – ICLEI - Local Governments for Sustainability, Procurement Expert Helena O'Rourke-Potocki is a Sustainable and Innovation Procurement Expert at ICLEI Europe, based in Brussels. She works with national policymakers, local governments and public procurers across Europe to leverage public procurement as a strategic tool to support circular, green, and social policy objectives. She contributes expertise to various EU-funded projects and initiatives, such as the Procura+ Network, the European Commission's GPP Helpdesk, and ECESP, the Buy Better to Build Better coalition, among others. She previously worked for the Ellen MacArthur Foundation, where she developed a circular public procurement guide for cities. She also worked for the European Policy Centre, the European Commission and Politico Europe on circular economy, climate, energy, and regional policies. She holds an MSc in Environment and Development from the London School of Economics and Political Science (LSE) and a BA in Political Science and Geography from Trinity College Dublin. |
![]() | Mr Csaba Balázs Rigó – Hungarian Competition Authority, President Csaba Balázs Rigó was born on 1 January 1965 in Salgotarjan. He graduated from Eotvos Lorand University (ELTE) as a software engineering mathematician. He obtained his second degree in economics at the College of Finance and Accountancy, qualified as a public procurement manager at the Budapest University of Technology and Economics, then graduated as an economist with an English MBA at Corvinus University of Budapest. He started his career in the oil industry and later worked as a software developer. From 2002 to 2010, he was a municipal councillor in Zalaegerszeg, where he chaired the city's Economic Committee and Public Procurement Board. From 2010 he was a member of the Public Procurement Authority and from 2012 he became its vice-president. In 2011 he became head government official at the Zala County Government Office and between 2015-2020 he was named president of the Public Procurement Authority. On 15 April 2020 he was appointed as president of the Hungarian Competition Authority. Since 18 November 2021 he serves as vice-president of the Concessions Board of the Supervisory Authority for Regulated Services. He taught economic policy at the University of Pannonia and public procurement as part of the postgraduate legal studies programme at ELTE. He is currently a guest speaker at Corvinus University of Budapest. |
![]() | Mr Ákos Hodnik – State Audit Office, Senior Investigator Mr Ákos Hodnik is a lawyer, as of 2025 he is the senior investigator of the public procurement control unit of the Control Directorate III. of the State Audit Office. After graduating as a lawyer, he worked at the National Tax and Customs Administration, where he represented the creditors of the state tax authority’s claims in bankruptcy, liquidation and winding-up procedures. He passed the bar exam in 2005. As a leader of the central management of the National Tax and Customs Administration, from 2009 he was responsible for the theoretical-professional management of the creditors’ representation field. She has a long time practical experience in public procurement, gained through working on the position of Head of Sector for Framework Agreements and Legal Affairs in Central State Office for Central Public Procurement as well as on the position of Deputy Head of the Central State Office for Central Public Procurement. ![]() | Mr Jan Kuzawiński – Polish National Appeals Chamber, Chairman President of the National Appeal Chamber since 2023, previously vice President of the NAC since IX.2019; member of the National Appeal Chamber since September 2017; legal counsel, graduate of the Faculty of Law and Administration of the Jagiellonian University and the National School of Judiciary and Public Prosecution; in 2014 he joined the Public Procurement Office in the Department for the Control of Contracts Co-Financed with EU Funds. As President of the Chamber, he identified the streamlining of the appeals process and the strengthening of the Chamber's status and the protection of its members as priorities for his tenure. He oversaw the introduction of electronic recording of hearings before the Chamber and is currently leading preparations for the introduction of remote hearings and electronization of appeal procedure. |
![]() | Mr Silviu – Cristian Popa – The Romanian National Council for Solving Complaint, Chair of Panel Mr. Silviu – Cristian Popa joined the Romanian National Council for Solving Complaints in 2007 and until 2016 served as legal advisor, counselor for solving complaints, chair of a panel and member of the board. Between 2016 – 2019 he held the Presidency of the Council. Since 2019 he serves as counselor for solving complaints and chair of panel. Currently, he is acting as the representative of N.C.S.C. at the EU Network of First Instance Review Bodies on Public Procurement, where he shares insights and collaborates with peers across the European Union to enhance the framework of public procurement processes. Mr. Popa holds a bachelor of laws degree, a master's degree from the Romanian National School for Political and Administrative Studies and an EMBA from Maastricht School of Management, and assists as a senior international expert internal and external institutional audiences at the European Union Commission, OECD, SIGMA, EBRD and World Bank. |
![]() | Mr Norbert Virágh – Public Procurement Arbitration Board, Chairman Dr. Norbert Virágh graduated as an administrative organizer at the College of Public Administration in 1996, and then obtained a law degree from the Faculty of Law of the University of Pécs in 2002. He has been working for the Public Procurement Arbitration Board for more than a decade: from 2012 he was public procurement secretary, then public procurement commissioner, and for the last six years he has served as the deputy chairman. He has been the chairman of the Public Procurement Arbitration Board since May 2025. |

In 2007, he worked as a trainee lawyer in a Hungarian law firm and then as an independent lawyer. In 2009, he obtained a master's degree in law from the Faculty of Law of the Ludwig-Maximilians-Universität in Munich. In 2010, after completing his legal practice, he began his career at the Hungarian Competition Authority (hereinafter: GVH), where he gained experience in several organizational units and in various positions. Between 2011-2013,he was a member of the Council operating alongside the Public Procurement Authority, delegated by the GVH, and also the Chief of Staff of the President of the GVH. In 2014, he completed the postgraduate training in competition law at King's College London. In 2014, he managed the Court Representation of the GVH. Since 2015, he has been heading the Legal Office of the GVH, and since 2016, he has been working as the Deputy President of the GVH. |
![]() | Ms Ágnes Demendi – Public Procurement Authority, Head of Department Dr. Ágnes Demendi graduated in 2008 from the ELTE Faculty of Political Science and Law. She is qualified as a public procurement officer, a state public procurement consultant, and she is a member of the Budapest Bar Association. In July 2023 she obtained an economic criminal law specialist LL.M. qualification at ELTE. She has been dealing with public procurement since 2010. In the beginning, she worked as a public procurement referent, then as an official public procurement consultant, and later as an accredited public procurement specialist consultant for complex companies and law firms dealing mainly with public procurement procedures. Since 2017 she has been an employee of the Public Procurement Authority, where she headed the Procurement Department between 2017 and 2024, and from 2020 she is also deputy head of the Secretariat, which is the work organization of the Secretary General. From July 2024 she is head of the Public Service and Support Department of the Public Procurement Authority, where, among other things, she is responsible for the self-cleaning procedures related to exclusion grounds arising in public procurement procedures, the legality check of negotiated procedures without notice, the investigation of notifications of public interest received by the Authority, the issuing of opinions supporting legal practitioners and the coordination of opinions on draft legislation related to public procurement. |

He graduated from the Faculty of Law of Comenius University in Bratislava and earned his doctorate at the Faculty of Law of Trnava University. Between 2005–2011 and 2013–2018, he worked at the Public Procurement Office, holding positions from clerk to Director of the Legislative and Legal Department. In 2012–2013, he served as Director of the Public Procurement Department at the Ministry of Foreign and European Affairs of the Slovak Republic, and from 2018 to 2020 he headed the Public Procurement Department at the Trnava City Hall. From August 2020, he worked as a public procurement specialist and methodologist at the Slovak Electricity Transmission System, Inc. He was also active in the field as a lecturer and trainer. He was a member of working groups focused on the transposition of European Union legislation, the application of public procurement rules, and served as both member and chairman of the committee for decision-making in objection proceedings. |
![]() | Ms Iveta Pospíšilíková – Office for the Protection Competition Czechia, Director She graduated from the Faculty of Law in Olomouc and after completing her studies worked as a lawyer at the Central Institute for Supervising and Testing in Agriculture in Brno, then at the Brno City Council, where she focused on public procurement. She joined the Office in 2012, where she started as secretary of the Public Procurement Appeals Commission and was gradually appointed head of the Second Instance Decision-Making Department and then director of the Second Instance Decision-Making Division. She is chair of the Public Procurement Appeals Commissions. She lectures at conferences in the Czech Republic and abroad, participates in Review Body meetings at the European Commission and other expert groups. She works as a lecturer for education company Aliaves. She teaches Public Procurement at the Faculty of Law of Masaryk University in Brno and the LL.M. course at the Faculty of Law of Charles University. |
